About the Role Our client is a growing construction company seeking a capable and hands-on HR & Administration Manager to lead both human resource operations and day-to-day administrative functions across head office and project sites. This dual-function role is central to maintaining smooth manpower operations, regulatory compliance, and an organised, productive workplace. The ideal candidate brings construction or engineering sector experience and is confident managing both people matters and operational administration. Key Responsibilities Human Resource Management
  • Oversee the full spectrum of HR functions — recruitment, onboarding, employee lifecycle management, and offboarding.

  • Manage work pass applications, renewals, and cancellations (Work Permit, S Pass, Employment Pass) via MOM’s EP Online and WP Online portals.

  • Coordinate manpower deployment across multiple project sites in compliance with MOM foreign worker quota requirements.

  • Maintain accurate HR records; prepare employment contracts, HR letters, and ensure proper personnel file management.

  • Handle employee welfare matters, grievances, and disciplinary issues with professionalism and discretion.

  • Organise staff welfare activities and employee engagement programmes for office and site-based workers.

Payroll & Statutory Compliance
  • Maintain accurate payroll data and support monthly payroll processing and verification.

  • Handle CPF submissions, IRAS tax filings (IR8A, IR21), and all statutory obligations accurately and on time.

  • Ensure ongoing compliance with the Employment Act, Work Injury Compensation Act (WICA), and MOM regulations.

  • Support HR audits, management reporting, and continuous HR process improvement.

Office & Administration
  • Manage overall office administration including facilities, supplies, equipment, and vendor contracts.

  • Develop, implement, and enforce administrative policies and workflows across departments.

  • Oversee fleet administration, asset registers, and company vehicle records.

  • Coordinate scheduling, travel arrangements, and meeting logistics for senior management and project teams.

Document Control & Project Support
  • Manage document control systems — contracts, permits, site instructions, project correspondence, and regulatory filings.

  • Maintain up-to-date registers for subcontractors, suppliers, and project documents.

  • Liaise with project managers and site teams to track administrative and HR deliverables across concurrent projects.

Safety & Compliance Coordination
  • Coordinate with the Safety Department on worker induction, mandatory training, and compliance documentation.

  • Ensure site manpower records and safety certifications are current and audit-ready at all times.

Finance & Procurement Admin
  • Process purchase orders, invoices, and expense claims in coordination with the finance team.

  • Monitor petty cash, office budgets, and administrative cost centres .

  • Support tender preparation by compiling administrative documents and company credentials.

Requirements
  • Diploma or degree in Human Resource Management, Business Administration, or related field.

  • Minimum 5 years of combined HR and administration experience, with at least 2 years in a managerial role.

  • Prior experience in the construction or engineering sector strongly preferred.

  • Solid knowledge of the Employment Act, WICA, and MOM regulations.

  • Hands-on experience with WP Online, EP Online, CPF submissions, and IRAS filings.

  • Proficient in MS Office and HR/payroll software; ERP experience an advantage.

  • Strong interpersonal, communication, and multitasking skills.

  • Able to work independently and manage both office and site-based workforce matters.
