Require: 10+ years of relevant progressive experience US Citizen, EAD, or H1B Required Position Summary The Highway Maintenance Manager is responsible for overseeing highway maintenance operations, traffic control activities and team, and the maintenance of roadway technology and tolling systems. This role ensures the safe, reliable, and efficient operation of roadway infrastructure. The manager coordinates routine maintenance, major maintenance and preventative maintenance programs, oversees the Incident Response and Traffic Management Center (TMC) teams, and traffic control operations while ensuring compliance with all applicable regulatory and safety standards. Work Location: In person
- Plan, manage, and supervise maintenance activities for highways and related infrastructure, including roads, bridges, drainage systems, landscaping, and roadside assets.
- Oversee routine and emergency maintenance operations such as pavement repairs, debris removal, and snow and ice removal.
- Ensure maintenance work is performed efficiently, safely, and in compliance with project standards and regulatory requirements.
- Allocate personnel, equipment, and materials to ensure cost-effective operations and achievement of project performance goals.
- Traffic Control Management
- Monitor traffic control operations to identify potential impacts on roadway Level of Service (LOS) and notify the TCM of any unanticipated impacts.
Incident Management & Traffic Operations
- Oversee Traffic Incident Management (TIM) activities to ensure prompt response and safe incident clearance.
- Coordinate operations with the Traffic Management Center (TMC) to monitor roadway conditions and support traffic operations.
- Maintain effective communication between maintenance teams, operations staff, and emergency response agencies.

Education
- Bachelor’s Degree
Certifications
- Current, unexpired certification from one of the following:
- American Traffic Safety Services Association (ATSSA) – Work Site Traffic Supervisor Certification Program
- National Safety Council – Traffic Control Certification Program
- Ensure adequate staffing is available for traffic control implementation at all work locations.
- Prepare and maintain daily Temporary Traffic Control (TTC) logs documenting traffic control activities and conditions.
- Coordinate with Independent Construction Quality Assurance (ICQA) personnel for inspections and ensure corrective actions are completed for identified deficiencies.
- Ensure all traffic control operations comply with MUTCD (Manual on Uniform Traffic Control Devices), DOT, and OSHA standards.
