Job Overview

Are you a motivated Senior Medical Clinician who is committed and passionate about your profession. If this appeals to you then an opportunity has arisen to be part of the exciting work aligned to the new resident doctor contract in Wales. This is a pivotal role that will shape the future medical workforce and the working conditions and work life balance of our resident doctors. The Lead Guardian of Safe and Flexible Working will work closely with the Medical Director acting as the advocate for all resident doctors employed under the Single Lead Employer. The Lead Guardian role will also cover the GOSFW function for Velindre, Public Health Wales, Powys, and GP trainees in primary care placements.

They will also provide leadership and co-ordination for the All Wales Guardian of Safe Working network. The ability to speak Welsh is desirable for this post

This post is fixed term for 3 years to meet the needs of the service.   If you are interested in applying for the secondment position, you must obtain permission from your current line manager prior to applying for this post.    

Main duties of the job

The Duties Include

Contributing to the recruitment and review process of the guardians across all host organisations, acting as the key point of contact in providing advice, guidance and oversight.

Developing capability and consistency by co-designing and supporting the delivery of training for Guardians, collating and sharing best practice.

Act as the independent escalation point for concerns related to safe working hours, providing assurance reporting to various governance groups

Act as the champion safe working hours, ensure working patterns and rotas comply with the terms and conditions of service

Monitor compliance via exception and overtime reports ensuring issues are acted on by rota co-ordinators and workforce teams.

Trigger job plan reviews where persistent safe working breaches occur and escalate unresolved concerns to Executive/Medical Director level.

Person specification

Qualifications And Experience

Essential criteria
  • Registered Medical or Dental Practitioner
  • Knowledge and understanding of the 2026 TCS for resident doctors
  • Knowledge and understanding of Working Time regulations and safe working patterns and rotas

Desirable criteria
  • Postgraduate qualification in a medical leadership or management

Experience

Essential criteria
  • Consultant or equivalent senior medical or management level
  • Relevant experience within a local NHS Wales organisation

Desirable criteria
  • Previous experience in postgraduate education and training

Skills

Essential criteria
  • Proven ability in leadership to act independently, achieve goals, manage conflict and change, and deal with constraints.
  • Facilitation, interpersonal, mediation and negotiation skills in order to promote medical and dental education within the Host

Desirable criteria
  • Welsh Language skills
