Job Overview

NHS Wales Shared Services Partnership-Specialist Estate Services (NWSSP-SES) based in Cardiff is an organisation committed to championing modern, sustainable high quality healthcare environments. We achieve this by providing professional and technical estates related advice and support to the NHS in Wales and the Department for Health and Social Care at the Welsh Government (WG).

In this role you will provide advice and support to NHS Wales and WG on all matters associated with healthcare building services mechanical engineering systems. As Principal Mechanical Engineer you will support the Head of Engineering by managing the mechanical engineering team and operating as an Authorising Engineer (AE) in an appropriate discipline.

To meet this challenge, you will need to be a Chartered Engineer registered with a mechanical or building services institution, with senior level experience in mechanical building services engineering.

Your high level of IT literacy must be complemented by good communication, team-working and presentation skills. The post will be based in Cardiff or alternative NWSSP office (to be agreed). Travel across the Principality will be required.

Main duties of the job

As the sole PME within SES fulfil the role of a mechanical engineering related Authorising Engineer (AE) as defined in the relevant Welsh Health Technical Memorandum (WHTM) and manage on behalf of the Head of Engineering the mechanical engineering Senior Performance Standards Engineers. The AE role is an independent position accepting professional responsibility for the appointment of Authorised Persons (APs) at each HB/Trust.

Manage the Performance Standards Engineers who validate mechanical engineering systems and undertake technical investigations on an all Wales basis. See organisation chart for interrelationship details.

The PME will also provide advice, guidance and support on a broad range of complex mechanical engineering issues to the Welsh Government (WG) and NHS Wales.

In addition to all Wales duties the PME is expected to represent NHS Wales on working groups and committees at a UK wide level ie. Department of Health, NHS Scotland and NHS Northern Ireland, and to disseminate information from these groups to NHS Wales and WG as required.

Where required, act as project manager to enable the effective delivery of WG, NHS or SES mechanical engineering projects or technical investigations.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications

Essential criteria
  • Chartered Engineer and a corporate member of a recognised engineering institution
  • Requires an Accredited Masters Degree in an appropriate building services discipline or equivalent
  • Highly developed advanced technical, practical and theoretical knowledge of complex mechanical hospital engineering systems

Desirable criteria
  • An appropriate management qualification

Experience

Essential criteria
  • Appropriate experience of working in a senior estates, design and/or capital related position including line management responsibilities

Desirable criteria
  • Experience of producing, or contributing towards national estates policy

Skills and Attributes

Essential criteria
  • Project planning and management skills
  • The ability to co- ordinate the activity of a team
  • High levels of IT/Computer skills

Desirable criteria
  • Experience of giving presentations on technical issues
