The Associate Medical Director (AMD) for Medical Workforce is a senior clinical leadership role providing professional authority, clinical credibility, and strategic guidance to support the Health Board’s medical workforce agenda. Working closely with the Assistant Director – Medical Directorate, the postholder will ensure workforce strategies, job planning, and staffing models are clinically robust, aligned with national standards, and professionally acceptable.

Acting on behalf of the Executive Medical Director, the AMD will champion high standards across job planning, productivity, out-of-hours working, and contractual arrangements, balancing service demand with workforce sustainability, compliance, and continuous improvement.

The postholder will play a key role in medical engagement, recruitment, and retention, supporting consultants, SAS doctors, trainees, and international medical graduates, while promoting innovation in workforce models, portfolio careers, and professional development.

Main duties of the job

Clinical Leadership and Professional Authority

Act as a senior clinical leader for the medical workforce, providing expert advice, professional credibility, and championing standards in job planning, additional duties, out-of-hours working, and a culture of professionalism, accountability, and engagement.

Job Planning and Workforce Oversight

Provide clinical leadership for job planning, ensuring consistency, equity, and alignment with best practice, and support resolution of complex or contested issues.

Productivity, Sustainability and Workforce Models

Contribute clinical insight into workforce productivity and service delivery, supporting the development of innovative workforce models, including SAS roles, CESR pathways, and advanced practitioners, while promoting sustainable solutions in hard-to-recruit areas.

Recruitment, Retention and Engagement

Act as a clinical ambassador for recruitment and retention, supporting career development initiatives such as portfolio careers and flexible working, and providing mentorship to senior medical staff.

Stakeholder Engagement and Governance

Lead engagement with the Local Negotiating Committee and professional bodies, support dialogue on contractual issues, contribute to governance and risk management, and ensure workforce decisions support safe, high-quality care.

Working Relationships and General Duties

Work collaboratively with senior leaders, contribute to regional and national discussions.

Working for our organisation

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in:
  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire
  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services
